Abstract: In 2007, the Roll Back Malaria Partnership's Monitoring and Evaluation Group (MERG) proposed the use of a plausibility design to measure impact of malaria control programs.Since then, new measurement needs and evidence have emerged, requiring an updated approach. This document reviews and updates the 2007 evaluation framework and provides recommendations for evaluating the scale-up of malaria control interventions in endemic countries.
